In order to better serve both businesses and residents, the Olympic Region Clean Air Agency (ORCAA) developed new online tools for the public.
Beginning July 1, 2013, ORCAA’s online services will include a new payment option provided by Point & Pay, a credit card payment business. People who need residential or commercial permits, or who need to pay fines or fees, may make payments online or over the phone using an American Express®, Discover®, MasterCard® or VISA® credit or debit card or e-check.
The new payment option will include a nominal fee to the user that is charged by Point & Pay. Anyone wishing to avoid that fee may send (or deliver) a check or cash directly to ORCAA. Point & Pay provides credit card services to more than 500 public agencies nationwide, including Kitsap, Garfield, Franklin, Jefferson, Lewis, San Juan, Thurston, and Walla Walla Counties in Washington.
ORCAA has also streamlined some of its permit processes, including development of online permit applications. Initially, ORCAA will offer its five most frequently used permit applications in the new online format, and as the process is refined and improved, the rest of the business permits will be added. The first five to be offered online will be:
- Thurston County Residential Burn Permit,
- Demolition Permit,
- Residential (owner-occupied) Asbestos Permit,
- Commercial Asbestos Permit, and
- Land Clearing Burn Permit.

The new online tools being implemented continue ORCAA’s efforts to provide efficient, effective services to our residents and business partners while ensuring good air quality for our entire region.
